Peter is an Associate Partner within our Oxford office. He has worked in public sector planning for a number of years and has been involved in the preparation, scrutiny and adoption of Local Plans, the consideration of planning applications and acted as expert witness in appeals. Since joining Carter Jonas, Peter has represented a variety of clients (including large scale developers, universities and public sector bodies) at Development Control Order (DCO) hearings, planning appeal inquiries and Local Plan Examinations in Public.

James is Chairman of Carter Jonas. Formerly Head of the Planning & Development Division, James advises clients on proposed development projects throughout the south of England with nearly 30 years of experience in residential and mixed use development.  This includes site identification, project management of planning and development strategies, valuation and viability appraisals, marketing and sale of development opportunities. He has specific expertise in option, promotion and other development agreements, joint ventures and landowner equalisation agreements.

West Oxfordshire District Council – Regulation 18 part 2 consultation

West Oxfordshire District Council is currently undertaking a consultation on the ‘Preferred Spatial Options’, as part of preparing the new Local Plan, covering the period up to 2043. Which when adopted will replace the Council’s current adopted development plan.

This consultation focuses on where new homes, jobs and community facilities could be located across the district. This includes a revised settlement hierarchy, a revised spatial strategy and potential locations for future housing and employment development.

West Oxfordshire District Council have previously conducted Regulation 18 Part 1 ‘Preferred Policy Options Consultation’, that consulted on a series of draft policy options from 26 June to 8 August 2025.

The deadline for submissions is Monday 22 December 2025.

New Forest National Park authority - Regulation 18 part 2 consultation

The New Forest National Park Authority has launched the Regulation 18 (Part 2) consultation on its emerging Local Plan Review.

The Local Plan Review, when adopted will replace the Council’s current adopted development plan, which will set out the local planning policy framework for the National Park area and guides decisions on planning applications submitted within the National Park.

The New Forest National Park Authority have previously conducted Regulation 18 Part 1 on the scope of the Local Plan review, including a ‘call for sites’, which took place in February and March 2025.

This consultation is a key opportunity for landowners, developers, and stakeholders to engage with the plan-making process – whether by submitting sites for consideration, responding to proposed policy changes, or influencing the spatial strategy.

The deadline for submissions is Friday 19 December 2025.
